Before a wallet can mint or stake shUSD:
  1. Identity verification for individuals; for entities, business verification including beneficial owners. [TBD: confirm scope]
  2. Sanctions screening.
  3. Wallet screening for risk factors. Wallets that fail screening cannot mint or stake.
