Governance is planned to be introduced over time after the TGE.

## In scope (planned)

* Protocol parameters such as new markets and new vault launches \[TBD: final scope]

## Out of scope

* **Credit and collateral decisions.** Underwriting, loan approvals and enforcement stay with the credit team, not token votes.
* **Vault assets.** Governance has no power over any cell's loans or cash.
